     § 1261.  Established.
     There is hereby established the Truk District Chuuk State Travel Fund.

     § 1262.  Purpose.
     The purpose of the Truk District Chuuk State Travel Fund is to enable members of the Truk District Chuuk State Legislature, Magistrates of municipalities, members of municipal councils, and other leaders in Truk District Chuuk State to travel outside of Truk District Chuuk State for the purposes herein described.

     § 1263.  Permissible travel.
     Monies from the Truk District Chuuk State Travel Fund may be used to enable attendance at the following functions:

     (1)  Sessions of the Congress of the Federated States of Micronesia, the Guam Legislature, and the district state legislatures of the Trust Territory of the Pacific Islands Federated States of Micronesia;

     (2)  Meetings of the Pacific Conference of Association of Pacific Island Legislatures;

     (3)  Meetings, courses, conferences, and seminars designed to improve legislative and or leadership skills and abilities;

     (4)  Meetings, courses, conferences, and seminars on subjects of importance to the people of Truk District Chuuk State; and

     (5)  Presentations of the views of the people of Truk District Chuuk State on important public issues to the High Commissioner President of the Federated States of Micronesia, the Congress of the Federated States of Micronesia, and other executive and legislative officials whose determinations on such issues will affect the people of Truk District Chuuk State.

     § 1264.  Selection of persons to receive monies.

     (1)  The President and the Speaker of the Truk District Chuuk State Legislature is are hereby authorized to select the persons who shall be entitled to receive monies, subject to the limitations of this Chapter.  The President and the Speaker shall endeavor to select different persons to attend the various aforementioned functions.  

     (2)  If the President and the Speaker deems it necessary, he they may also select an interpreter to accompany the person or persons attending a particular function.  Such interpreter shall be entitled to receive monies under this Chapter in the same manner as other persons entitled to receive such monies.

     § 1265.  Priorities and duration of attendance.
     The President and the Speaker of the Truk District Legislature shall determine priorities from among the various functions which persons are hereby authorized to attend, in order that the monies appropriated pursuant to this Chapter shall enable attendance at the functions of most benefit to Truk District Chuuk State.  He shall also determine the length of time for which a person attending such function shall be entitled to receive monies from the Truk District Chuuk State Travel Fund.

     § 1266.  Compensation and allowances.
     The President and the Speaker is are hereby authorized to direct the District Treasurer State Director of the Treasury to provide per diem, at standard Trust Territory Chuuk State per diem rates, and transportation.  Upon the presentation of receipts by the recipient of the travel allowance showing necessary expenditures exceeding the applicable per diem rate, the President and the Speaker shall direct the District Treasurer State Director of the Treasury to reimburse to that person the amount by which the necessary expenditures, as shown on said receipts, exceed the per diem paid to said person.  The determination of whether a particular expenditure was necessary shall be made by the President and the Speaker.

     § 1267.  Submission of reports.
     Each person receiving money from the Truk District Chuuk State Travel Fund shall submit a written report to the Legislature on the function which he attended.  He shall, if requested by the Legislature, also make an oral report on the function to the Legislature or such committee.

     § 1268.  Authorization of appropriations.
     There is hereby authorized an annual appropriation out of the General Fund of the Truk District Legislature Chuuk State, not otherwise appropriated, of such sum as the Legislature deems necessary to carry out the purposes of this Chapter.
