     There is hereby created a Yap State 
      Economic Planning Group, hereinafter referred to as the Group, which shall 
      be under the general supervision and direction of the Governor, and shall 
      serve in an advisory capacity to him.

     The purpose of the Group shall be to 
      provide close coordination and cooperation among all branches of the State 
      Government and the private sector by acting as an overall management, 
      evaluation, and advisory body in facilitating the smooth implementation of 
      the State First Five Year Plan.

     The Group shall consist of nine 
      members as follows: 
     (a)  One representative from the State Legislature appointed by the Speaker; 
     (b)  One representative from the Council of Pilung appointed by the Chairman of that Council; 
     (c)  One representative from the Council of Tamol appointed by the Chairman of that Council; 
     (d)  Two representatives from the private sector appointed by the Governor; 
     (e)  The Director of Planning and Budget; 
     (f)  The Director of Resources and Development; 
     (g)  The Director of Public Utilities and Contracts; and 
     (h)  The Director of Education.

     The Group shall elect a chairman and 
      such other officers as it deems necessary.  Meetings of the Group may 
      be called by either the chairman, the Governor of the State, or by 
      petition of four of the members.  The two members representing the 
      private sector may be entitled to compensation while engaged in the 
      official business of the Group upon authorization and approval from the 
      chairman.  A quorum of the Group shall be five members, and the 
      consent of a majority of the members present shall be necessary on all 
      actions of the Group.

     In carrying out its purpose, the 
      Group shall have the following tasks: 
     (a)  Give advice and recommendations on policy and development issues which will emerge during the plan period; 
     (b)  Advise on the implementation of projects and programs; 
     (c)  Review the development objectives and strategies of the State; 
     (d)  Recommend appropriate actions, policies and strategies to such agencies or persons authorized to act upon such recommendations; and 
     (e)  Perform such other tasks as may be necessary to carry out the purpose of the Group.

     The Group may request the Governor 
      for the services of such professional, technical, administrative, 
      clerical, and stenographic staff as it deems necessary to carry out its 
      tasks.  The Governor shall furnish such administrative support to the 
      Group as he is able to provide.

     The Group shall keep records of all 
      its meetings, studies, investigations, and recommendations, and shall 
      submit annual reports to the Legislature at its regular sessions in 
      January summarizing its activities since the previous session.  The 
      Group shall make such reports to the Governor as he may deem appropriate 
      or necessary, in such manner and form as he may prescribe.
