     501.  Nomination by petition.

     (a)  Nomination of candidates shall be made by petition initiated by a candidate.  Forms of nominating petitions shall be prescribed by the Election Commissioner and shall include a representation that the candidate meets the qualifications for office which shall be stated therein.  When a signature is indicated by an "X" or other mark or is written in an unofficial language of the State, such a signature must be identified in an official language of the State of Yap and accompanied by the signature in an official language of the State of Yap of one witness.  Nominating petitions shall be filed with the Election Commissioner or his appointee or appointees.

     (b)  Nominating petitions for the candidates for Governor and Lieutenant Governor shall be signed by no less than 100 persons, all of whom shall be registered to vote under the provisions of this title.

     (c)  Nominating petitions for the candidates for the Legislature shall be signed by no less than 25 persons, all of whom shall be registered to vote under the provisions of this Act in the Election District in which the candidate intends to run.

XIV, Sect. 5.  That section states:  "The indigenous languages of the State and English shall be official languages."  The statutory provisions on voter registration are found in chapter 4 of this title.

     502.  Placing candidate's name on ballot.
     The Election Commissioner shall examine the nomination papers of all candidates and investigate all candidates to ensure that all the qualifications of office have been met.  If a prospective candidate has not met the qualifications of office, then the name of the candidate shall not be placed on the ballot.  All signatures on the nomination papers shall be verified.  All nomination papers shall be reviewed by the Election Commissioner and, if not in order, the nomination papers shall be rejected.

     503.  Time of filing papers; fee.
     Nomination papers shall be filed as follows:

     (a)  Filing shall be during normal government working hours not more than 180 days nor less than 90 days prior to the day for holding the election except as provided in section 605 of this title;

     (b)  There shall be deposited with each nomination for Governor and Lieutenant Governor a non-refundable fee of $200.00 and for each member of the Legislature a non-refundable fee of $100.00.  The Election Commissioner shall pay over all such nomination fees to the Treasurer to remain available for conducting general and special elections;

     (c)  Any person who is elected as a write-in candidate for any of the above offices shall, no later than 15 days after certification of the election results, pay the fee specified under subsection (b) above; and

     (d)  Upon the receipt at the office of the Election Commissioner or appointee or appointees of a nomination of a candidate, the day, hour, and minute when it was received shall be endorsed thereon.
