There is hereby established a Speaker's Legislature Emergency Fund. The President and the Speaker of the Truk District Chuuk State Legislature shall have complete authority to expend monies contained in such Fund, subject to the limitations imposed by this Chapter. Such Fund shall continue in existence until reverted into the General Fund of the Truk District Legislature Chuuk State by an Act of the Truk District Chuuk State Legislature.

No monies shall be expended by the President or the Speaker of the Truk District Chuuk State Legislature from such Fund except to defray salaries of
personnel of the Legislature and office expenses of the Legislature during
a period of time between the close of a fiscal year and the signing into
law of an appropriation for salaries and expenses of the Legislature
office and staff for the next succeeding fiscal year.

There is hereby authorized an annual appropriation out of the General Fund of the Truk District Legislature Chuuk State not otherwise appropriated, of such sum as the Legislature shall deem necessary to augment the Speaker's Legislature Emergency Fund.

The District Treasurer State Director of Treasury shall cause the Speaker's Legislature Emergency Fund to be replenished in such amounts as have been expended by the President and Speaker for the purposes of this Act Chapter and which expenditures shall have been the subject of annual appropriation by the District State Legislature in the appropriation law referred to in Section 2 1602 of this Act Chapter.

The President and the Speaker of the Truk District Chuuk State Legislature shall annually make a report to the Legislature as to the status of all funds appropriated by this act under this Chapter, and as to all transactions involving the Fund, during the session next following the close of a fiscal year. He They shall also request of the Legislature any appropriation for the said Fund which in his their opinion is necessary and proper for the accomplishment of the purposes of this Act Chapter.
